The New York Zero-to-Three Network promotes the optimal development of young children, their families, and their communities in the New York region. The Network provides support and information to professionals who work with New York's youngest children and their families by creating opportunities for interdisciplinary learning and collaboration.

The Office of Special Education Programs (OSEP) is dedicated to improving results for infants, toddlers, children and youth with disabilities ages birth through 21 by providing leadership and financial support to assist states and local districts. IDEA authorizes formula grants to states, and discretionary grants to institutions of higher education and other non-profit organizations to support research, demonstrations, technical assistance and dissemination, technology and personnel development and parent-training and information centers.

The National Dissemination Center for Children with Disabilities (NICHCY) is the national information center that provides information on disabilities and disability-related issues. Anyone can use the services-families, educators, administrators, journalists, students. NICHCY's special focus is children and youth (birth to age 22). Information provided includes IDEA , the nation's special education law; No Child Left Behind (as it relates to children with disabilities); and research-based information on effective educational practices.

Parent-to-Parent programs operate in every state in the country, as well as many programs internationally. The mission of all Parent-to-Parent programs is to train "veteran" parents to be mentors to other parents of children with special needs. Funded by the Individuals with Disabilities Education Act (IDEA), Parent Training and Information Centers in each state provide training and information to parents of infants, toddlers, school-aged children, and young adults with disabilities and to the professionals who work with them and their families. This assistance helps parents participate more effectively with professionals in meeting the educational needs of children and youth with disabilities.
